Crim Seeks Consultant to Help Shape the Future of Youth Sports in Flint

Crim has released a request for proposals seeking a consultant or consulting team to assess Flint’s youth sports and recreation ecosystem. The assessment will guide a plan to ensure young people have meaningful opportunities to participate in sports, recreation, physical activity, and play.

Flint has a strong athletic tradition and a network of schools, parks, community organizations, and recreation providers. Yet barriers such as transportation, cost, equipment needs, and facility availability can limit young people’s ability to participate. This project will examine those challenges alongside the community’s existing strengths and identify practical ways to expand access.

The assessment will focus on the City of Flint and include an inventory of facilities throughout Genesee County that Flint youth may use. It will build on previous research to provide an updated picture of available programs, spaces, and resources, while identifying gaps and opportunities for stronger coordination.

Young people and families will play a central role in the work. The selected consultant will engage youth who currently participate in sports and recreation, as well as those who do not, to better understand their interests, experiences, and needs. Input from community organizations, schools, coaches, parks and recreation leaders, and other partners will also inform the recommendations.

The project will produce a comprehensive assessment and a five-year strategic roadmap outlining immediate actions, future priorities, and opportunities for investment. The goal is a more accessible, connected, safe, and sustainable system that supports the young people and families it serves.

Consultants with experience in youth sports and recreation, community engagement, access and equity, research, and strategic planning are encouraged to review the RFP. Consultant selection is anticipated in January 2027, with the final assessment expected in December 2027.

Proposals are due December 11, 2026, at 5 p.m. EST.  For the complete scope of work, qualifications, and submission requirements, click here.
